2026 Annual Meeting Minutes – 10/19/2026

These families attended the meeting – Cosmos, Zabrocki, Daniel, S. Martin, Culbertson, T. Perry, S. Perry, Duncan, Wuest, Canfield, Larson, Davis, Snow (19 total residents)

We had a good turnout of residents at the meeting. Dave Canfield thanked Lin for hosting us on her beautiful deck. Dave also recognized Brent Larson for many years of service on the architectural committee. Jim Cosmos will lead this committee going forward with the expert guidance of Brent.

Our dues are used to cover the maintenance and upkeep of the retaining pond and entrances, street lights, insurance, and taxes. Annual dues amount is determined by the expenses and what we have on reserve. We try to keep about $10,000 in reserve because maintenance of the retaining pond, if there was an issue, could be very expensive.

Architectural Committee:
The architectural committee is in place to oversee the uniformity and safety of our
neighborhood. The shrubs in front of our signs at the two entrances are too high, making it difficult to see “Farms”. The Cosmos’ have volunteered to remove those shrubs and will investigate a low ground cover or something similar to replace them with.

The contractor we have maintaining the entrances and the retaining pond area has reported that literally hundreds of animal waste bags are washing into the pond. It has been suggested that we install cameras to monitor and try to find out who the offenders are. It was brought up that there is a lot of bamboo growing around the retention pond.

Parking on the streets has improved since the newsletter went out; however, Dave asks that the residents never block another resident’s driveway.

Dave Canfield reminded the homeowners (whose properties back up to Pine or Owens) that is their responsibility to mow the entire area all the way to the road. The county occasionally mows this as a courtesy, but it is not their obligation to do so. Affected properties are encouraged to comply.

Jim Cosmos will contact the county concerning cracks in the streets of SRF.

Many of the mailboxes are looking poorly, it was suggested that residents, clean, repaint or repair as needed.

Covenants: We have a draft of revised covenants, bringing them in compliance with state and county requirements. Dave Canfield said he would like to get the marked-up version, showing the changes to the previous version, on the website for all residents to review. The changes which bring them into compliance will not require a vote. The only change that would require a vote is related to short-term rentals of <30 days and is found in 2.19. Each residence is allowed one vote, and the vote to approve requires 75% the approval of residents, which is 54. Placing the ballot with the annual dues bill was discussed and determined to be the best way to handle the vote. The plan is to try to get the approval early 2027, so the revised bylaws can take effect shortly thereafter.
